The trapping-related snippet: "Other possible changes would allow pheasant hunters to harvest male and female pheasants statewide, except in the commission's two wild pheasant recovery areas; expand otter trapping into three WMUs in northwestern Pennsylvania and maybe expand the season in two WMUs in northeastern Pennsylvania; open WMU 2B around Pittsburgh to bobcat hunting and trapping; increase the season limit on beavers from 40 to 60 in WMUs 1A and 1B; and eliminate the extended elk hunting season, which has never accounted for a single elk harvest."
